its instaled this or should say tried to a few times. any idea why it might not be workings???

I had the same problem - and my solution was the same. If at first the update doesn't succeed, reboot, try, reboot, try, reboot, try, reboot, try, again. and reboot!
Download the update from Windowsupdate and install it manually.. it should go through.. or try to do a windows repair with a vista dvd with sp2.. that should replace the missing files

Is this also problem with installing hotfixes for NET Framework 1.1 or 3.5 use NET Framework Cleanup Tool 'Aaron Stebner's WebLog : .NET Framework Cleanup Tool User's Guide' (http://blogs.msdn.com/astebner/pages/8904493.aspx) to remove NET Framework which you have trouble next install it again and hotfixes
